The total cost of the American Recovery and Reinvestment Act of 2009 was approximately $787 billion (often cited as nearly a trillion) , but this entire sum was not dedicated solely to infrastructure. The stimulus included tax cuts, unemployment benefits, and healthcare spending . Only a portion was directed toward roads and bridges, such as a $20 billion surge analyzed by the Associated Press, which found that this specific spending had no effect on local unemployment . Although Obama acknowledged the shovel-ready label was a mistake , thousands of infrastructure projects were indeed funded, even if they faced significant bureaucratic delays and failed to provide the immediate economic boost promised .
