Former CIA official David Rush has been charged with creating a fake black box spy program to facilitate the theft of public money 16. Prosecutors allege that Rush constructed a fraudulent special access program (SAP) to hide his activities while holding a top-secret security clearance 811. This sham operation was part of a larger scheme where Rush allegedly stole 303 gold bars worth more than $40 million and hid them in his home 1012.
