FACT CHECK #AUHNP8Y1

WHAT WE FOUND

While Texas has public programs for weather modification, specifically cloud seeding, there is no evidence of a secret program that controls the weather. High-credibility government and scientific sources state that the technology to create or steer major weather events, such as hurricanes or floods, does not exist 1 2. The Texas Department of Licensing and Regulation (TDLR) maintains public records on weather modification, defining it as an attempt to change cloud or precipitation forms through artificial methods 4. A 2024 Government Accountability Office (GAO) report confirms these programs are active in at least nine states, including Texas, and are often run by nonprofits or state agencies rather than secret entities 9 11. Scientists have investigated the existence of secret large-scale atmospheric programs (SLAP) and found no evidence for them, classifying such claims as conspiracy theories 5 8. Furthermore, specific claims that government officials manipulated the 2021 Texas freeze or subsequent floods have been actively debunked by multiple fact-checking organizations 2 3. Research indicates that current cloud seeding technology is limited, with efficacy ranging from only 0 to 20 percent increased rainfall 12. Historical attempts at rainmaking in Texas dating back to 1891 were also found to be inconclusive 6 7.
