DOGE's 'Gaza Condom' Claim: Misleading the Public on Foreign Aid

No paper trail exists for the $50 million figure. When pressed, the State Department pointed instead to roughly $102 million in funding to the International Medical Corps (IMC), a contractor that runs hospital services in Gaza — not condom distribution. IMC itself said it had received about $68 million from USAID and stated flatly that "no government funding was used to procure or distribute condoms." ^[1][8]

IMC treats about 33,000 patients a month in Gaza — delivering babies and performing surgeries, not handling contraceptive supplies. ^[1]

USAID's own records undercut the claim further: fact-checkers reviewing agency reports from 2007 through 2023 found no documented condom shipments to the Gaza Strip, and a former Pentagon Middle East official, Dana Stroul, said USAID "didn't spend any money on the Gaza Strip in 2023." Separately, FactCheck.org found total USAID contraceptive spending in the Middle East for fiscal 2023 came to about $45,681, all of it to Jordan. ^[1][4]

The likely source of the mix-up was a real but unrelated program: Gaza Province, a rural region of Mozambique with one of the world's highest HIV rates, where USAID-linked partners fund HIV-prevention work that includes contraceptive distribution. Reported condom-specific spending there was a small fraction of $50 million — one tally put actual condom aid to the Mozambican province at $27,021. ^[4][5]

Musk eventually backed away from the claim on February 12, telling a reporter: "Some of the things that I say will be incorrect, and should be corrected." ^[3]

U.S. funding for family planning and reproductive health worldwide has held at roughly $600 million a year — about 5 to 6% of the entire $11.3 billion U.S. global health budget — not a Gaza-specific line item of any size. ^[7]

The claimed figure also fails a basic math test: a former State Department official noted that at USAID's typical unit cost of around five cents per condom, $50 million would buy on the order of one billion units — an implausible quantity for any single recipient, let alone a program with no record of condom shipments at all. ^[8]

Three problems compound here: no dollar figure was ever documented by the White House or DOGE; ^[1][2] the number grew twice without new evidence, from $50 million to a Hamas-linked $100 million; ^[1][5] and the underlying geography was wrong, conflating the Gaza Strip with an unrelated province in Mozambique that happens to share the name. ^[4][5]

Independent fact-checkers rated the claim outright false, not merely lacking context. PolitiFact rated it False; FactCheck.org described it as an unsupported claim with no evidence behind it. ^[1][2]

Avril Benoît, CEO of Doctors Without Borders USA, said the broader USAID funding freeze the claim was used to justify left "widespread confusion and uncertainty as to whether this critical lifeline for millions of people has been cut off," referring to PEPFAR HIV/AIDS programs caught up in the cuts. ^[6]

An aid-logistics expert put the claim's implausibility bluntly: "No aid organization is shipping thousands of containers of condoms anywhere, let alone to Gaza." ^[6]

Reporting tied the false claim to real consequences: the funding freeze it helped justify disrupted PEPFAR programs credited with a 39% decline in new HIV infections since 2010, including work in the actual Gaza — the Mozambican province the claim likely originated from. ^[6]

The Gaza condoms claim wasn't an isolated error. A Government Accountability Office review published August 6, 2026 examined DOGE's "Wall of Receipts" and found its headline $110 billion in claimed savings was largely unverifiable: GAO could not confirm the method behind 96% of reported grant savings, and $27.4 billion in claimed contract terminations — 2,503 of 13,476 listed contracts — turned out to be tied to contracts that had never actually been terminated. ^[9][10]

GAO also found 108 of 264 leases DOGE counted as its own terminations were already being phased out before DOGE existed in January 2025, and that DOGE did not respond to GAO's requests for information or interviews. ^[9][10]

The condoms claim was later filed by FactCheck.org into its year-end roundup of 2025's biggest falsehoods, under a section the outlet titled "DOGE distortions." ^[11]
